Jo-Ann Frey is the Enforcement Division Director of the Office of Fair Housing and
Equal Opportunity of the U.S. Department of Housing and Urban Development. She is
responsible for ensuring the enforcement of the Fair Housing Act and other federal
civil rights laws related to housing in New York. She also has served as an attorney
in HUD’s Office of Regional Counsel. Prior to joining HUD, she was the Chief Regional
Attorney in Region II with the Office for Civil Rights, U.S. Department of Education,
supervising the legal sufficiency of all civil rights investigations in educational
institutions.
Jo-Ann began her higher education journey at Nassau Community College, where she obtained
an excellent academic education. From there she earned a B.A. in Psychology from Vassar
College, a J.D. from Antioch School of Law, a LL.M in Labor Law from Georgetown School
of Law, and a M.A. in Education from Hunter College. She is currently pursuing a Master
of Social Work degree at Stony Brook University.
