The Cares Act established the Higher Education Emergency Relief Fund (HEERF). Funds
were allocated in three phases and may be referred to as Cares Act, HEERF II and HEERF
III. Eligibility criteria changes for HEERF are noted below.
Students who meet the following criteria are eligible for the CARES Act/HEERF Emergency

campus operations due to coronavirus on after March 13, 2020, resulting in financial
hardship.

Note: Effective May 11, 2021: Students are no longer required to be eligible for Title
IV funding.

Lost wages or expenses you would have incurred even if campus operations had not been
disrupted.
As of May 11, 2021, International students, Dreamers and other undocumented students
may be eligible for an emergency grant if they attended NCC after March 13, 2020 and
experienced financial hardship due to the Covid-19 Pandemic.
